Rep. Scott E. Hutchinson was first elected to represent the 64th Legislative District in 1992 and is now serving his 10th term. The district includes all of Venango County and part of Butler County consisting of the townships of Allegheny, Parker, Venango and Washington, and the boroughs of Bruin, Cherry Valley and Eau Claire.
Prior to election to the House, Hutchinson served as the chief deputy county treasurer for Venango County from 1984 to 1992.
Born in Oil City in 1961, Hutchinson graduated from Oil City Area High School and received his BS degree in Economics from The Wharton School of Finance, University of Pennsylvania in 1983. He has taken additional courses at the University of Pittsburgh at Titusville and Thiel College, Greenville, PA.
Among his many community activities, Hutchinson is active in St. Joseph Church and was a member of the Oil City Area School Board from 1985 to 1992, serving as its vice president and chairman of its budget and finance committee. He was appointed by Gov. Dick Thornburgh in 1986 to the Venango County Board of Assistance, PA Department of Welfare, serving until 1992 and he also was a member of the Oil City Lions Club, Venango Video, Inc. Board of Directors, and Oil Heritage Region Board. He also is a former board member of the Venango County Association for the Blind.
Hutchinson is the majority chairman of the House Environmental Resources and Energy Committee. He also is the chairman of the bipartisan House-Senate Joint Legislative Air and Water Pollution Control and Conservation Committee. Hutchinson also serves on the House Veterans Affairs and Emergency Preparedness Committee. In addition, he is a member of several legislative caucuses, including Fire and Emergency Services, EMS Outreach Group, Local Tax Reform, Northwest PA Legislative Caucus, and the Timber Caucus. Hutchinson also was named to the PA Hardwood Development Council, and the House Mental Retardation Task Force.
Among his accomplishments, Hutchinson led the fight to repeal Act 44, which would have tolled Interstate 80. He also sponsored legislation that repealed the 2 percent Annuity Premiums Tax, and grandfathered the Oil and Gas Act bonding provisions for pre-1984 wells. He was a prime mover in doubling traffic fines in emergency response areas, and he also had changes enacted in the County Code to allow for “cafeteria” employee benefit plans, and revisions concerning the election of county auditors.
In an effort to support our homeland heroes, Hutchinson sponsored legislation in 2005 to expand the death benefits for the families of homeland heroes – firefighters, police officers, guardsmen and emergency responders who risk their lives to keep the public safe. This legislation increases the family death benefits paid by the state to those who die in the line of duty from $62,000 to $100,000, with future increases tied to inflation.
He is married to the former Mary Beth Radkowski. They have three children, Sophie, Anne Marie, and Lucy, and live in Oil City.
